Motors are bit slow

When I set speed of motors to 720 they are very very slow, think about 1/4 of their real max speed. I have tried both large and medium motors.

Specs are in signature
PC: Windows 8 (64-bit)
leJOS: leJOS EV3 0.8.1-beta

Currently combining EV3 with LEGO Technic 42006

How on earth can you tell what the motor speed is with that test program? It runs the motor for only 500mS. Remember that leJOS supports motor acceleration, so the motor will almost certainly still be accelerating up to speed. What evidence do you have that the motor is running slowly? How have you established what the actual maximum speed is? No one else has report any issue with motor speed so it seems unlikely there is an issue here.
